For ten years the armed conflict has dictated constraints and
opportunities to the action of the international community in
    Nepal.
The characteristics of the Nepalese conflict must be shortly described
in order to understand the experiences made in this country and to
assess their relevance for other situations.

  • Annual Report on RHDP 2007-08
Rural Health Development Project promotes social change by facilitating participatory processes aimed at empowering women, children, adolescents, and men to enhance their health status and improve their quality of life through improved health service delivery at the local level. It places special emphasis on empowering communities, particularly the most 'disadvantaged groups' through targeting and incentives, specific trainings and programs, and participation in decision-making processes. This report presents the performance of the Rural Health Development Project (RHDP) from 16 July 2007 to 15 July 2008.

  • Female Community Health Volunteers (FCHV): RHDP
    working Experience
RHDP phase 6, engages in yearly Action Learning Research
activities, to facilitate improved program implementation and
impact, sharing with other external development partners and
the Government of Nepal, and effectively advocating for policy
changes. The field staff undertook the second Action Learning
Research in Dolakha Ramechhap and Okhaldhunga
Districts in May 2007 on Female Community Health Volunteers
Program. The findings indicate that FCHVs are ‘frontline health
resource persons at local level,’ bridging the gap between
government health care and rural communities hence focus
should be made on enhancing their capacities to better perform
    their task.

  • Asia Brief: In Defense of Human Rights in Nepal - Partnership Results
Many Nepalese recognize the recent Swiss role in favour of human rights. Although many changes are still necessary and many improvements will take a long time to be introduced and implemented, the rule of law, the access to justice, the respect for human rights, and the promotion and inclusion of discriminated people are better ensured today than a few years ago.

Peace Building

  • Territorial vs. Ethnic and Personal Federalism: Issues &
    Practices
One of the most difficult questions when introducing federalism
is: What is the major basis of federalism? How shall the federal
sub-units be designed? Shall the rights to self-rule and shared
rule be given to a territorial entity or to a group of people?

  • Nepal – on the road to sustainable peace?
The peace process will not be stable until a new constitution
for all institutions is elected. Rehabilitation and the
reconciliation process will require another two to three
years, so at least five years will have passed by without there
being any equitable peace – in the extensive sense – to talk
about. Its contours will take shape after ten years at best.
Switzerland’s role: retain long-term and reliable commitment,
and make coherent and – as a tendency – increased use of
    all foreign policy resources available.
