Donor harmonisation is crucial for enhanced aid effectiveness in all countries. It is even more urgent in fragile states and in conflict situations, where the vulnerable groups need particular support and conflict transformation measures are best addressed by linking the political, security, economic and social spheres. Authorities and agencies responsible for security, development and political affairs, as well as for humanitarian assistance must therefore be involved in the process.
In the defence and promotion of human rights, Switzerland has played an important role, becoming the focal point for the dialogue with Government of Nepal (GoN) in connection with the debates on Nepal conducted by UN Commission on Human Rights. This action will be strengthened in Component 1 through a close collaboration between SDC and Political Division IV, Human Security, Swiss Ministry of Foreign Affairs (PD IV).
SDC will continue to foster knowledge sharing and agreements on practical coordination mechanisms between international actors, as well as upstream analysis, joint assessments and coordination of political statements. The first priority of SDC, in this context, is the harmonization of donor activities in order to inhibit the use of violence as a political instrument and to keep open the space for development. International actors should especially seek to avoid activities which set wrong incentives for peace building. In this respect, SDC is playing a useful role for Conflict Sensitive Programme Management (CSPM) and security management in close collaboration with the United Nations (UN) and the risks management unit of Department for International Development (DFID)/ Agency for German Technical Cooperation (GTZ).
The Basic Operating Guidelines (BOGs) process promoted by SDC with 10 other bilateral agencies will be continued and enhanced by exchanging experiences on CSPM, in an effort to introduce similar concepts and approaches in all development programmes.
